As California is the number one state for solar, debate over how to calculate the state's cap on net metering is hotly contested by the public utilities, solar advocates, and local ratepayers.  California's utilities currently measure the mandated number of systems allowed by dividing utility system peak demand by the aggregate capacity of all net-metered systems.  This methodology could lead to some utilities reaching their net-metering capacity within a year. Opposition by solar advocates and unclear data required for calculating the projected cap will make this decision by the California Utilities Commission a substantial announcement.
